According to an advisory by NEA Singapore to improve air quality amidst COVID-19, non-residential premises such as classrooms will need to ensure adequate ventilation in all occupied spaces.
This is done by:
- Maximise ventilation indoors to resupply enough fresh air
- Purging indoor air before occupancy
- Using high efficiency filters to treat recirculated air
- Increase ventilation if an area has limited air filtration provision
This includes the use of air purifiers, UVC sanitization technology and HEPA filters to recirculate fresh air while ensuring they have adequate speed and capacity according to the guidelines.
Public schools are already beginning their upgrading projects to ensure sufficient air ventilation in their campus.
In the case of private tuition centers and other learning institutes, MOE has issued an advisory for safe management measures during COVID for businesses to follow the NEA guidelines on ventilation (see section 6f in link below)
This means at a minimum, private education institutions and facilities are expected to provide portable air cleaners devices with high efficiency HEPA filters as an interim measure, and switch to wall or ceiling mounted higher capacity models in the long run.

Inside, one of the recommendations call for “Use portable high-efficiency particulate air (HEPA) fan/filtration systems to enhance air cleaning (especially in higher risk areas such as a nurse’s office or areas frequently inhabited by people with a higher likelihood of having COVID-19 and/or an increased risk of getting COVID-19)”
Also mentioned in the recommendations are the use of UV sanitization, namely “Use ultraviolet germicidal irradiation (UVGI) as a supplemental treatment to inactivate SARS-CoV-2 when options for increasing room ventilation and filtration are limited. “
